Explained Palm Coast voters will see three proposed changes to the City Charter on the November 3, 2026 General Election ballot. The City Charter is essentially the governing document that establishes how Palm Coast city government operates. Changes to it must be approved by Palm Coast voters. **Each amendment is a separate ballot question.** You can vote on each one independently, and each requires a majority of votes cast on that amendment to pass. **Who votes on these?** Only voters who live within the City of Palm Coast vote on these three City Charter amendments. They are separate from the three proposed Florida Constitutional Amendments appearing statewide. Palm Coast Charter Amendment 1 ### Council Member and Mayor Accountability This amendment would expand and clarify the circumstances involving forfeiture or suspension of the Mayor or a City Council member. The proposed changes include: - Defining certain ethics violations by reference to Florida ethics law. - Adding attendance requirements for the Mayor and City Council members. - Including both regular business meetings and workshops when determining attendance. - Providing for forfeiture of office after three consecutive regular meeting absences or six meeting absences within a 12-month period without Council-approved excuses. - Allowing the City Council, after three formal censures within one calendar year and by supermajority vote, to petition the Governor to suspend or remove an elected official for neglect of duty or malfeasance. #### What This Means The amendment would add more specific ethics and attendance standards to the City Charter and create a process allowing the City Council, under specified circumstances, to formally ask the Governor to suspend or remove a Mayor or Council member. If the amendment is not approved, the Charter's existing forfeiture, suspension, ethics and attendance provisions remain in place. Palm Coast Charter Amendment 2 ### Filling City Council Vacancies and Special Elections This amendment would change the procedures used when a Palm Coast City Council seat becomes vacant. The proposed changes include: - Requiring a special election when more than 18 months remain before the next regularly scheduled election. - Requiring City Council to call the special election within 30 days of the vacancy. - Requiring the special election to occur within 90 days, subject to Florida election scheduling requirements. - Adding a procedure for a vacancy that occurs within 60 days or less of a General Election, with a special election to be called within 90 days following that General Election. #### What This Means The amendment would establish new timing requirements for filling certain vacant City Council seats and require special elections when the specified conditions are met. If the amendment is not approved, Palm Coast would continue using the vacancy and appointment procedures currently contained in the City Charter. Palm Coast Charter Amendment 3 ### City Council Unfunded Contracting Authority This amendment would change the limits on certain unfunded multi-year or lease-purchase contracts that the Palm Coast City Council can authorize without first receiving voter approval through a referendum. The proposed changes would: - Increase the financial threshold from **$15 million to $30 million.** - Increase the allowable contract term from **36 months to 30 years.** - Adjust the $30 million threshold annually for inflation using the Consumer Price Index, rounded to the nearest $1,000. - Continue requiring voter approval by referendum for unfunded multi-year or lease-purchase contracts that exceed the applicable limits. #### What This Means The amendment would give City Council authority to approve certain larger and substantially longer unfunded multi-year or lease-purchase agreements without holding a voter referendum, provided the agreements remain within the proposed financial and time limits. Agreements exceeding those limits would still require voter approval.
